The San Diego State University community has been examining a campuswide surveillance upgrade after student reporters identified a network of more than 1,300 AI-enabled cameras installed in academic buildings, common spaces and residential halls. The Daily Aztec and an investigative class analyzed public records and system documentation showing where the devices sit on campus and what the manufacturer advertises as their technical capabilities.

A photograph taken on May 23, 2026 shows one camera overlooking Love Library Hall, underscoring how visible the equipment can be in high-traffic areas. Earlier coverage noted that SDSU invested over $1.3 million to refresh the surveillance network in 2026, and campus officials confirm the upgrades included cameras capable of running artificial intelligence features — though administrators say most advanced functions remain unused.

Scope and placement of cameras

The devices are distributed across the SDSU main campus, extending from Montezuma Road to College Avenue and reaching Montezuma Mesa. Student analysis of records provided a room-by-room view, revealing concentrations in student hubs: the Conrad Prebys Aztec Student Union and the Aztec Recreation Center each show more than 100 cameras, and areas like Love Library, Gateway Center and Viejas Arena each list in excess of 30 cameras.

Notably, the records include over 330 cameras placed inside residential buildings. The largest first-year residence hall, Huaxyacac, was listed with 79 cameras, while Tenochca and Chapultepec were shown with 36 and 33, respectively. Overall, 18 of SDSU’s 24 residence buildings appear on the list, meaning roughly 28% of cameras are in dormitories.

Policy language and public areas

The California State University system policy cited in university materials says that video security cameras should be located in “public areas and viewing angles,” with public areas defined as spaces where “no reasonable expectation of privacy exists.” The policy also specifies cameras should not be directed into private residences or windows. Student researchers highlighted this language while flagging the high number of devices inside residence halls and common living spaces.

What the cameras can do — and what SDSU says they do

Manufacturer information from Avigilon lists a suite of potential AI capabilities, including facial recognition, license plate reading, object detection, intrusion alerts, behavior analysis, crowd density measurement, environmental sensing and audio detection. Those features illustrate the technical range the campus hardware can support if activated.

University police and communications officials have emphasized restraint. Amanda Stills, the campus police public information officer, told reporters the system is used mainly for routine functions such as motion detection outside normal hours and for maintenance diagnostics. SDSU representatives state the cameras are not employed for profiling, behavioral tracking or facial identification and that they limit features to address privacy concerns and align with community expectations.

Contract terms versus current practice

Despite officials’ assurances that advanced analytics are not in active use, the procurement language and vendor documentation reflect broader intended functionality. Student reporters and privacy advocates point to this gap between contractual possibilities and stated operational limits as a reason for more transparent disclosure and clearer governance around activation, access and oversight.

Transparency, signage and student response

Some students reacted strongly to the extent of on-campus surveillance. A second-year business student living in Zacatepec described the installations as an invasion of privacy and questioned how the university values resident autonomy. SDSU housing materials and the Guide to Community Living acknowledge the presence of cameras in “community elevators and other common areas,” but those resources do not describe the cameras’ AI features or the specific analytic tools available.

When asked about notifying the campus community with location-specific signs, university police said posting camera signage could compromise public safety and affirmed there are no current plans to add such markers. Officials also said the department does not intend to expand the university’s investment in additional AI technologies at this time.

How SDSU compares and where campuses are headed

Within the California State University system, SDSU and California State University, Northridge have taken steps toward deploying cameras with AI capabilities, while most other campuses continue to use traditional CCTV. Nationwide, however, a number of universities have contracted systems that can detect perimeter breaches, follow individuals across spaces, estimate crowd sizes and scan vehicle plates — capabilities now offered by vendors such as ZeroEyes, Flock Safety and Volt AI.

The pattern at SDSU reflects a broader, nationwide shift toward integrating machine learning and analytics into campus security tools. Critics argue that such tools demand clearer public policies, documented safeguards and routine reporting to ensure technologies remain aligned with community rights and expectations.
